Chapter 13

The interview times with the inspectors had been set up and the policemen piled in Halloran’s car for the ride over to City Hall. He spoke over his shoulder.

“I don’t want these men to think that we’re not hauling them to the station because they are special in any way. It’s because it was easier for us to go there since there is more room and we can get done with one batch while the other is waiting.”

“Each floor has several conference rooms that I’ve managed to book since they don’t have anything remotely private in the basement,” Dominick added.

“How long should we question them?” one of the recruits named Schell asked.

“The simple answer is, as long as it takes. We want to find out how well each one of the guys knew him, if they were friends or didn’t get along, and where they were Saturday and the early hours of Sunday.”

“Do you think it was one of them?”

“Who knows. We don’t have much to go on since he wasn’t living with his wife, who we just managed to track down this morning. No love lost there, based on her reaction on the phone.” Halloran turned to Dominick and said, “We’ll go talk to her this evening. She said she works until five-thirty.”

“Do you think it could have been one of the people he issued tickets to?”

“I doubt it. The fines that department gives out are small unless you’re a company that has done something dangerous. In any event, they can contest a citation and take it to court if they disagree.”

Halloran had looked at the list of employees that Bremer had given him and assigned the new recruits to the inspectors who did the specialized work of boiler and mechanical inspection as well as the building permit men. His thought was that those men had less contact with the dead man and the interviews would go more quickly and perhaps were less vital. The remaining inspectors who did similar work to Kehoe fell into the second group and Halloran and Dominick would talk to those men.

There was something familiar about the first man who walked into the small conference room and Halloran cocked his head to the side as if trying to sort it out.

“Do I know you?” Halloran asked.

The other man smiled. “Pete Corcoran. Retired cop.” He stuck out his hand to shake Halloran’s.

“Sure, sure. And you’re working here now?”

“Got to keep busy. Also being at home with the wife all day would drive me crazy.”

“One lifetime of enforcement would be enough for me,” Halloran said.

“Piece of cake here. Often you don’t even have to talk to the property owner. Just slip the notice of violation into the mailbox and be on your way. I work alone and that suits me fine.”

“How well did you know Kehoe?”

“Well enough. He was a young punk.”

“Hardly young.”

“He was to me. I knew him when he was tearing up his neighborhood with his buddies, vandalizing and stealing. He did a short stint in reform school for all his bad ways.
